<br />4 • Foth Infrastructure & Environment, LLC <br />March 2014 <br />Highlights from the most recent 2013 National Citizen SurveyTM include: <br />♦ The majority of Bloomington citizens believe their residential garbage (89%), recycling <br />(88%) and yard waste collection services (85%) are good to excellent. For comparison, <br />96% of residents believe that fire services are good to excellent, 89% believe that their <br />drinking water is good to excellent and 76% believe that street cleaning is good to <br />excellent. <br />♦ Bloomington residents rate these services higher on average compared to other cities as <br />benchmarked by the National Citizen SurveyTM. The Survey allows Bloomington to <br />compare itself to cities nationally and to cities that Bloomington selects as being similar <br />cities. Yard waste collection, recycling collection and garbage collection was “much <br />above” the national cities. Yard waste and recycling collections were rated “much above” <br />the similar cities and garbage collection was “above” the similar cities. <br />♦ Bloomington residents report that they participate in recycling at a much higher <br />frequency than the national cities and the similar cities. 95% of Bloomington residents <br />reported that they had recycled used paper, cans or bottles from their homes at least once <br />in 2013, consistent with 93% in 2012. <br />♦ As shown in Figure 3-1 below, participation in recycling is one of the more frequent <br />resident activities reported by Bloomington residents. 69% of the residents reported that <br />they had recycled more than 26 times in 2013; the next highest activity reported was <br />participating in religious or spiritual activities at 18% and visiting a neighborhood or City <br />park at 16%. <br /> <br />Figure 3-1 <br />Frequency of Recycling in the Last 12 Months <br /> Source: Bloomington’s National Citizen SurveyTM, 2012 <br /> <br />♦ The City added a “custom” question to the National Citizen SurveyTM related to the <br />City’s strategic plan focused on sustainable practices. Two (2) of the 14 sustainable <br />practices were on solid waste management: recycling and organized collection. Table 3- <br />1 below shows the results excerpts relating to these two solid waste practices.
