Item No: 1
Meeting Date: September 8, 2015
Type of Business: Work Session
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, City Administrator
Item Title/Subject: Review of the MnDOT 35W Managed Lane Study

Introduction:

The Minnesota Department of Transportation (MnDOT) has been studying the Interstate
35W corridor from Highway 36 in Roseville up to Lexington Avenue in Blaine with the
intended purposes of reducing congestion, improving safety, providing for reliable
congestion-free travel options during peak periods for buses and car/van pools and for
single occupant vehicles, addressing long term sustainability (20 to 30 years) and fiscal
responsibility.

Discussion:

Jerome Adams, MnDOT’s project manager for the Managed Lanes Study, will present the
attached PowerPoint presentation and answer any questions the Council may have
regarding the study process, assumptions and conclusions. The study examined several
potential improvements to address the project goals, such as adding “general purpose”
lanes of traffic in each direction, adding high occupancy vehicle (HOV) lanes, adding
MnPASS express lanes (similar to 35W south of the cities) and making “spot”
improvements at known trouble areas. The results of the study suggest that the best
alternative would be adding MnPASS lanes which would also function as general purpose
lanes during off-peak times.

Recommendation:

Review the attached information and consider the presentation provided by Mr. Adams.

Respectfully submitted,

________________________
James Ericson
City Administrator

Attachments:
1.
