Item No. 4. <br />Meeting Date: September 8, 2015 <br />Type of Business: Work Session <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Review Possible Design Amenities Associated with the I-35W <br />/ County Road H Interchange Project <br /> <br />Introduction <br />Ramsey County is in the process of a significant improvement program along the I-35W corridor <br />in the 2015 and 2016 construction seasons. For Mounds View, the improvements planned for <br />County Road 10, County Road H and I-35W will have the largest impact going forward. <br /> <br />At the Work Session on December 1, 2014, Beth Engum, Ramsey’s County’s Project Manager <br />along with the previous Public Works Director, Nick DeBar, discussed the extent of this project. <br />On April 6, 2015, Ramsey County returned to Council to discuss the updated layout that was <br />prepared. On August 24, 2015, City Council provided municipal consent regarding this project. <br />In addition, Council requested that a future discussion be held regarding other amenities. <br /> <br />Discussion <br />As part of the reconstruction of the interchange between I-35W / County Road H / County State <br />Aid Highway 10 there is an opportunity to add amenities to the project. This could include entry <br />monuments, landscaping, decorative lighting, etc. These amenities would be paid for by the <br />City, but could be included as part of Ramsey County’s bid documents. At this point, no specific <br />items have been identified for inclusion. <br /> <br />Staff contacted Arden Hills regarding their future plans; however, at this point they have not <br />identified anything specific for inclusion. Their Public Works Director did indicate that the few <br />items they would expect are: similar lighting on the bridge and the road extension, the inclusion <br />of a city entry monument, and likely a water service and empty electrical conduit to the center <br />area of the planned roundabout. <br /> <br />In light of this, staff is seeking some direction on what the Council would like to have included in <br />the reconstruction project. At a minimum, staff would suggest that a water service (for future <br />irrigation) and an empty electrical conduit be included in the island of the roundabout. Once <br />additional direction is provided to staff, estimates can be started so that the Council can decide <br />what, if any amenities they would like included in this project. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Brian Erickson, P.E.
