Item No: 7E <br />Meeting Date: May 27, 2014 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Desaree Crane, Assistant City Administrator <br /> Nick DeBar, Public Works Director <br /> <br />Item Title/Subject: Resolution 8262 Approving the Hire of Brandon <br />Stenglein to the Position of Project Coordinator in the <br />Public Works Department <br /> <br /> <br />Background: <br /> On March 10, 2014, the City Council approved Resolution 8222, approving the job <br />description, salary compensation, and authorized Staff to advertise for the Public Works <br />Project Coordinator Position (Resolution 8222 attached for your reference). The City <br />advertised for the position, and received over 20 applications. 7 applications qualified, and <br />met the criteria under the job description. <br /> <br /> <br />Discussion: <br /> Staff advertised the opening on the City’s website and the League of Minnesota Cities <br />website. Staff received over 20 applications and interviewed all 7 qualified candidates. The <br />panel consisted of Public Works Director Nick DeBar and Assistant City Administrator <br />Desaree Crane. Second interviews were then conducted on the top 3 candidates by Public <br />Works Director Nick DeBar, Engineering/IS Technician Jim Hess and Public Works <br />Administrative Assistant Tracy Juell. It was the consensus of Staff to recommend Brandon <br />Stenglein to the position of Public Works Project Coordinator. <br /> <br />Mr. Stenglein currently works full-time with Belair Sitework Services (located in New Brighton, <br />MN) as a Civil Engineer/Project Manager/Estimator. Mr. Stenglein has a Bachelors degree <br />in Civil Engineering and Construction Management from Marquette University. Mr. <br />Stenglein, if hired, would start at Step 1 of the Pay Scale at $24.70/hour; with an increase to <br />Step 1.5 of the salary range (currently $25.74/hour) after six months of employment; Step 2 <br />(currently $26.24/hour) after one year of employment; Step 3 (currently $27.78/hour) after <br />two years of employment; Step 4 (currently $29.33/hour) after three years of employment; <br />and Step 5 (currently $30.87/hour) after four years of employment. All increases are subject <br />to a satisfactory performance evaluation. All other City benefits and personnel policies will <br />apply as stated in the Mounds View Personnel Manual. <br /> <br />Reference and driver license checks are complete and satisfactory. Mr. Stenglein’s <br />appointment would be contingent on a satisfactory criminal background check. <br /> <br />Mr. Stenglein would begin employment on or about June 10, 2014.
