Public Works Supervisor Peterson commented the sides of the box 1 <br />had been repaired and were no longer operational. He noted the replacement schedule initially 2 <br />had this truck replaced in 10 years, but has since been pushed back to 15 years. 3 <br /> 4 <br />Mayor Flaherty inquired what trucks would be replaced by the Public Works Department in 5 <br />2015. Public Works Supervisor Peterson stated no trucks would be replaced in 2015. 6 <br /> 7 <br />Mayor Flaherty questioned how the new Public Works employee would be funded for the 8 <br />remainder of the year. Finance Director Beer discussed how the salary for the Public Works 9 <br />Project Coordinator would be covered through several utility funds and the general fund for the 10 <br />remainder of 2014. 11 <br /> 12 <br />Mayor Flaherty suggested the Public Works Department consider purchasing one service truck in 13 <br />2014 and another in 2015 given the unbudgeted increase in their budget from the Project 14 <br />Coordinator. He wanted to see the 2014 budget remain as balanced as possible. 15 <br /> 16 <br />Public Works Director DeBar discussed the staffing changes within the Public Works 17 <br />Department noting the pay differences between the Parks Supervisor and the Parks Maintenance 18 <br />Worker would provide a $25,000-27,000 surplus. These funds would be used to cover the 19 <br />majority of the Project Manager’s salary for 2014. 20 <br /> 21 <br />Council Member Mueller stated the economy was turning and prices were on the rise. She feared 22 <br />that if the City were to hold off on the truck purchase for another year, the expense would 23 <br />increase. She reported the two trucks due for replacement were already 15 years old and the 24 <br />expense for repairs would become costly. She recommended the Council move forward with the 25 <br />purchase of both service trucks. 26 <br /> 27 <br />Council Member Gunn commented the Parks Department truck purchase has been delayed since 28 <br />2009. 29 <br /> 30 <br />Mayor Flaherty believed this was due to further reevaluation of the City’s vehicle replacement 31 <br />plan and not because the vehicle was inoperable. 32 <br /> 33 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8237, 34 <br />Approving the Purchase of a 2015 F550 Pickup Truck. 35 <br /> 36 <br />Council Member Meehlhause supported the vehicle replacement plan and the recommendation 37 <br />made by staff. He explained that the Council approved the hire of the Public Works Project 38 <br />Manager and did not believe the purchase of these vehicles, which were slated within the 2014 39 <br />budget, should be hindered based on the new hire. 40 <br /> 41 <br />Mayor Flaherty understood this point and commented he was just trying to keep the City within 42 <br />the 2014 budget. 43 <br /> 44 <br />Council Member Gunn questioned why the purchase required a 5% contingency.
