Mounds View City Council April 14, 2014 <br />Regular Meeting Page 4 <br /> <br /> 1 <br />Council Member Mueller believed the Council was helping honest, hardworking neighbors 2 <br />through the Code amendment by allowing them to keep their existing commercial vehicles 3 <br />parked on their property. 4 <br /> 5 <br /> Ayes – 5 Nays – 0 Motion carried. 6 <br /> 7 <br /> A. Resolution 8239, Approving the Hire of David Radtke as a Mounds View 8 <br />Police Officer. 9 <br /> 10 <br />Police Chief Kinney recommended the Council approve the hire of David Radtke as a Mounds 11 <br />View Police Officer. He explained the Department had a vacancy due to the resignation of 12 <br />Officer Stoffel. The hiring process was discussed in further detail and it was noted Mr. Radtke 13 <br />successfully completed all testing. He reported Mr. Radtke was raised in Mounds View and 14 <br />looked forward to serving this community. 15 <br /> 16 <br />Council Member Meehlhause asked if there was concern given the fact Mr. Radtke was not at the 17 <br />top of the compiled hire list. Police Chief Kinney voiced no concern with this and was confident 18 <br />in Mr. Radtke’s ability. 19 <br /> 20 <br />Council Member Mueller questioned if an exit interview would be held with Officer Stoffel. 21 <br />Police Chief Kinney commented a questionnaire was presented to Officer Stoffel, but noted his 22 <br />feedback and completion of the paperwork was voluntary. He explained that Officer Stoffel 23 <br />resigned his position with Mounds View to accept a position closer to his place of residence. 24 <br /> 25 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8239, 26 <br />Approving the Hire of David Radtke as a Mounds View Police Officer. 27 <br /> 28 <br /> Ayes – 5 Nays – 0 Motion carried. 29 <br /> 30 <br /> B. Resolution 8242, Approving a Labor Agreement with Law Enforcement 31 <br />Labor Services (LELS) Local 204 (Mounds View Patrol Officers). 32 <br /> 33 <br />City Administrator Ericson requested the Council approve a three-year labor contract for the Law 34 <br />Enforcement Labor Services (LELS) Local 204. He noted the contract expired in 2013. He 35 <br />indicated a pay study was completed and it was found the City’s officers were being paid 36 <br />comparable to neighboring cities. The proposed changes within the contract were reviewed with 37 <br />the Council, along with the retirement plan classes. It was recommended the Council authorize 38 <br />the contract with the understanding the class system may need to be amended by the plan 39 <br />administrator. 40 <br /> 41 <br />Council Member Meehlhause requested clarification on the refused/unpaid overtime statement 42 <br />within the contract. Police Chief Kinney stated he has not had to exercise this clause. Finance 43 <br />Director Beer indicated this statement could be getting to the department’s need to equally 44 <br />distribute overtime between the officers. 45
