Item No: 07B <br />Meeting Date February 13, 2017 <br />Type of Business: Council Business <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8707, a Resolution Authorizing the Hire of Kerrie <br />Kane to the Position of Receptionist / Recycling Coordinator <br />and Approving Revisions to the Job Description <br /> <br />Background: <br /> <br />After the position of Receptionist/Recycling Coordinator became vacant last year, the City <br />engaged the services of a temporary worker to assist while the City began the process to <br />fill the vacancy. The temporary worker, Ms. Kerrie Kane, started working for the City on <br />October 17, 2016, under an agreement with OfficeTeam, a division of Robert Half & <br />Associates. Ms. Kane has shown great initiative and motivation during her time as a <br />temporary worker and was an immense contribution to the Administration Department <br />during the early voting process here at City Hall leading up to the 2016 General Election. <br /> <br /> <br />Discussion: <br /> <br />After having the opportunity to observe Ms. Kane’s skills and helpful personality, staff felt it <br />would make sense to offer the vacant receptionist / recycling coordinator position to Ms. <br />Kane, however her employment with OfficeTeam came with a buyout clause. Given the <br />cost associated with advertising, preparing, interviewing, backgrounding, training and other <br />aspects of the hiring process, staff felt a buyout payment would be an acceptable tradeoff <br />for knowing in advance the type of person being hired, their work ethic, their interpersonal <br />skills, and so forth. Ms. Kane expressed a desire to work for the City on a permanent, full- <br />time basis and brings to the table years of relevant office experience and other work skills. <br />Given Ms. Kane’s experience, staff is suggesting starting Ms. Kane at Step 4 of the pay <br />plan (shown below), with an increase to Step 5 after one year of employment, subject to a <br />satisfactory performance evaluation. <br /> <br />Step 1 Step 1.5 Step 2 Step 3 Step 4 Step 5 <br />19.11 19.71 20.31 21.50 22.70 23.89 <br /> <br /> <br />Staff conducted background, credit and reference checks, all of which were positive. Staff <br />negotiated with OfficeTeam to reduce the amount of the buyout, given the number of <br />weeks Ms. Kane has been working on this temporary assignment. The ordinary buy out is <br />30% of the annual starting salary, but the rate was reduced to 14% in recognition of the <br />hours already billed to the City. <br /> <br />If approved by the City Council, Ms. Kane would become a Mounds View employee on <br />March 1, 2017. This is a full-time, non-union, non-exempt position. <br />
