Item No: 07F <br />Meeting Date: February 13, 2017 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8704, Authorizing Entry into a Joint Powers Agreement with <br />Coon Rapids <br /> <br />Introduction: <br />The City Council is asked to approve the attached resolution authorizing entry into a Joint Powers <br />Agreement (JPA) with Coon Rapids. This JPA provides for routine street maintenance such as traffic <br />marking, street sweeping, crack sealing, and seal coating. <br /> <br />Discussion: <br />In 2016, the cities of Fridley and Mounds View seal coated Pleasant View Drive (Stinson Road in <br />Fridley). This particular street’s centerline is the city limit. It was during this project that staff was made <br />aware of a Joint Powers Agreement (JPA) between ten north metro cities that provides routine street <br />maintenance. The cities currently part of the agreement are: Anoka, Andover, Brooklyn Center, Circle <br />Pines, Columbia Heights, Coon Rapids, East Bethel, Fridley, Ham Lake and Mahtomedi. <br /> <br />Since that time, staff has discussed the potential for becoming part of this group with Coon Rapids. Tim <br />Himmer, City of Coon Rapids, City Engineer stated that would be possible and that the Mounds View <br />City Council would need to authorize this as well as having the Coon Rapids City Council approve this <br />addition as well. The City Attorney is in the process of reviewing the JPA documents and other than <br />some minor questions there appear to be no major issues at this point. <br /> <br />Staff is recommending that the City of Mounds View join the JPA in order to provide an easier process <br />for completing seal coat projects. The City of Coon Rapids administers the contract for this work to <br />include preparing the specifications, advertising for bids, reviewing the bids and awarding the contract. <br />Those services are performed in exchange for an administrative fee based on the actual cost to the city. <br />Once the contractor begins work, Mounds View will inspect and approve the work and all the invoices will <br />come to Mounds View. <br /> <br />The JPA does allow for a 30 day ‘opt out’ of the contract after award by the City of Coon Rapids. Thus if <br />the bids appear to be higher than estimated, Mounds View has the ability to not be part of the contract. <br />At that time Mounds View could then advertise for this work independently or postpone it to the following <br />(or a subsequent) year. <br /> <br />Recommendation: <br />Staff recommends that the City Council approve the attached resolution authorizing entry into a JPA with <br />Coon Rapids.
