Richie, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8736, Accepting Bids and Awarding Contract to Thein Well <br />Company, Inc. for Municipal Well No. 1 Rehabilitation <br /> <br />Background: <br />The City established a maintenance program whereby well, pump, and motors for municipal wells <br />would be evaluated and rehabilitated on a seven-year cycle. A longer period of eleven years was <br />attempted; however, it was discovered that this period was too long to identify minor problems and <br />correct them before they became major replacements. Municipal Well No. 1 was last rehabilitated in <br />May 2010 and is now due. <br /> <br />Municipal Well No. 1 has not operated since November 2015 due to reduced pumping capacity <br />observed in this well. <br /> <br />Discussion: <br />The Public Works Engineering Division prepared plans and specifications in-house and solicited <br />quotes from qualified well contractors. The quote proposal included a base schedule which was <br />further divided into basic work items (items that will be done). Additionally, an alternate schedule <br />was also used to solicit prices for advanced work items (work that might be required after inspection <br />of the well and well components). The base schedule was reviewed to determine the lowest <br />successful quote. <br /> <br />Quotes were solicited from seven (7) qualified well contractors, and five (5) returned quotes. The <br />following table provides the bidders names, and associated quotes: <br /> <br />Rank Well Contractor (City, State) Quote Amount <br />Low Thein Well Company, Inc. (Maple Plain, MN) $36,165.00 <br />5 Traut Companies (Waite Park, MN) $46,105.00 <br /> <br />The low quote was submitted by Thein Well Company, Inc. of Spicer, Minnesota. Rehabilitation for <br />Municipal Well No. 1 has been included in the Capital Improvement Program and in the adopted <br />2017 budget in the amount of $45,000, and funded under the water enterprise fund (700-4823- <br />7050). <br /> <br />If awarded, Thein Well Company, Inc. will begin scheduling the well rehabilitation work as soon as <br />possible. The contract documents require that the work be substantially complete by May 26, 2017, <br />with final completion on or before June 23, 2017.
