<br />Item No: 07D <br />Meeting Date: April 24, 2017 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Second Reading and Adoption of Ordinance 932, an <br />Ordinance Amending Chapter 502 of the Mounds View City <br />Code Relating to Hours of Operation for Off-Sale Licensed <br />Establishments—ROLL CALL VOTE <br /> <br />Introduction: <br /> <br />The Governor has signed into law legislation allowing off-sale liquor sales on Sundays, <br />beginning effectively July 2, 2017. The Council has discussed changing the Code to allow <br />for Sunday sales and expanded sales Mondays through Thursdays. The Council asked <br />staff to invite the three off-sale licensees to provide input or attend the April work session. <br /> <br />Discussion: <br /> <br />Staff reached out to the three off-sale licensees and invited all three to attend the April 3, <br />2017, work session. Only Merwin Liquors, represented by Stuart Tapper, attended the <br />meeting. Greg Waste from Vino & Stogies indicated that they’d probably be unable to <br />attend but were not opposed to the proposed changes. Mr. Tapper indicated that the <br />proposed changes would be beneficial to MN liquor stores as many Minnesota residents <br />drive over the border into other states on Sundays. Concerning the expansion of hours to <br />10:00 pm Mondays through Thursdays, Mr. Tapper indicated this would be a benefit to <br />Mounds View stores as well as a convenience to Mounds View residents, who are forced to <br />drive to Fridley, Spring Lake Park or Blaine to purchase alcohol after 8 pm on those days. <br /> <br />It was noted that the expanded hours and ability to sell on Sundays were permissive, not <br />mandatory. A liquor store may open later or close earlier than what is allowed in Code. <br /> <br />Recommendation: <br /> <br />Staff recommends the City Council approve the second reading and adoption of Ordinance <br />932, an ordinance amending Section 502.12 of the Mounds View City Code to allow off- <br />sale licensees to stay open until 10 pm Mondays through Thursdays and to be open from <br />11 am to 6 pm on Sundays.
