Richie, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8755, Accepting Bids and Awarding Contract for 2017 Sewer <br />Rehabilitation Project <br /> <br />Background: <br />The Engineering Division of Public Works has prepared plans and specifications (bid documents) in house <br />for use in obtaining public bids for the sanitary and storm sewer rehabilitation project. A public bid is <br />required since the estimated construction is expected to exceed $100,000. The 2017 budget includes <br />$150,000 in the sanitary sewer enterprise fund (730-4823-7050) and $25,000 in the storm sewer enterprise <br />fund (745-4415-5150) for this work. <br /> <br />Discussion: <br />Approval to solicit for public bids was received at the April 10, 2017 Council Meeting (Resolution 8740). <br />The Advertisement for Bid was published in the Sun-Focus newspaper and the online bid management <br />system Quest Construction Data Network. <br /> <br />Bids were received from five (5) qualified contractors. (Hugo, MN) $162,796.00 <br />5 Michels Corporation (Brownsville, WI) $197,148.00 <br /> <br />The low bid was submitted by Insituform Technologies USA, LLC (Insituform) of White Bear Lake, <br />Minnesota. If awarded, Insituform will begin scheduling the sewer rehabilitation work as soon as possible. <br />The contract documents require that the work be substantially complete by December 1, 2017, with final <br />completion on or before December 30, 2017. <br /> <br />Recommendation: <br />Public Works staff recommends that the City Council adopt the attached resolution approving a <br />construction contract with Insituform for the 2017 Sewer Rehabilitation Project. Staff further recommends <br />a 10% contingency of $12,900 for quantity over-runs or additional work resulting from unknown conditions <br />discovered during construction. The total budget for sewer rehabilitation is not to exceed $141,844.
