Richie, Public Works Project Coordinator <br />Item Title/Subject: Resolution 8764, Accepting Bids and Awarding Contract for City <br />Hall and Community Center Parking Lots Mill and Overlay Project <br /> <br />Background: <br />The Engineering Division of Public Works has prepared plans and specifications (bid documents) <br />in-house for use in obtaining public bids for the City Hall and Community Center parking lots mill <br />and overlay project. A public bid is required since the costs of estimated construction will exceed <br />cost exceeds $100,000. The 2017 budget includes $150,000 in the street improvement fund <br />(485-4700-7050) to perform this work. <br /> <br />Discussion: <br />Approval to advertise for public bids was given at the April 24, 2017 Council Meeting (Resolution <br />8750). The Advertisement for Bid was published in the Sun-Focus newspaper and the online bid <br />management system Quest Construction Data Network. <br /> <br />Bids were received from seven (7) qualified contractors. If <br />awarded, Bituminous Roadways, Inc. will begin scheduling the mill and overlay work as soon as <br />possible. The contract documents require that the work be substantially complete by October 1, <br />2017, with final completion on or before October 31, 2017. Staff recommends that a contingency <br />amount of 10% ($10,700) be included to account for possible unknown conditions, additional <br />required work, or quantity overruns. <br /> <br />The specifications include provisions to ensure access to the Community Center, particularly over <br />weekends so as not to impact weekend events. In addition, the contractor is required to <br />coordinate their work timeline with the Community Center’s schedule to minimize impacts to the <br />operations there. <br /> <br />Recommendation:
