Erickson, Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8779, Approving Reconstruction of County Road H <br />(County State Aid Highway 9) and County State Aid Highway 10 <br />Trail Segments 6 & 11 Cost Share Agreements with Ramsey <br />County <br /> <br />Introduction: <br />As part of their Transportation Improvement Plan, Ramsey County programmed the <br />Reconstruction of County Road H (County State Aid Highway 9) project (CR H/I-35W) for 2016. <br />This project includes two new bridges, roundabouts, a new intersection at CR H and Mounds <br />View Blvd (CSAH 10) and trail/sidewalk connections. The construction of this project is in <br />preparation for anticipated development at Rice Creek Commons in the near future. In 2016, the <br />City of Mounds View awarded County State Aid Highway 10 Trail Segments 6 & 11 (Trails) along <br />Mounds View Blvd. The two segments run from Red Oak Drive to Groveland Road on the north <br />side (Segment 6) and Woodale Drive to Edgewood Drive on the south side (Segment 11). As <br />each of these projects includes portions to be funded by both Ramsey County and the City of <br />Mounds View the attached draft agreements have been prepared to allocate these costs. <br /> <br />Discussion: <br />The CR H/I-35W cost share agreement covers three separate cost categories. They are Project <br />Cost, Design Engineering Costs and Construction Engineering and Administration Costs. The <br />Project Cost is based on costs associated with construction of sidewalk/trail, irrigation, storm <br />water ponds and project overhead items. The Design Engineering Cost is based on 8% of <br />Mounds View’s share of the ‘as bid’ cost for this project, that is, before any construction has <br />begun. The Construction Engineering and Administration Costs are based on 8% of Mounds <br />View’s share of the final contract cost, that is, after final quantities are established. It should be <br />noted that the full costs of the above items are allocated to the cities of Mounds View and Arden <br />Hills as well as Ramsey County. Based on ‘as bid’ cost of $16,722,222.22, Mounds View’s cost <br />is estimated to be $150,157.67. Ramsey County is currently reviewing cost allocations and will <br />confirm the final estimated costs prior to the Council meeting. <br /> <br />The Trail cost share agreement also covers the three categories above. In this case, the Project <br />Cost is based on the cost of the trail as allocated by Ramsey County’s cost share policy. The <br />Design Engineering and Construction Engineering and Administration Costs are calculated as <br />detailed above. Based on the ‘as bid’ cost of $564,948.28, Ramsey County’s cost is estimated to <br />be $64,728.05. At this point, the Trail project is nearly completed and thus the final costs will be <br />calculated and presented to Council in the near term. <br /> <br />Based on these two agreements the total cost to Mounds View is estimated to be $85,429.62 <br />which is Mounds View’s cost for the CR H/I-35W less Ramsey County’s cost for the Trail. The <br />funding for this is in the 2017 budget under the Street Improvement Fund (485-4470-7050) in the <br />amount of $285,000. As a result, should the estimated cost increase there is sufficient funding to <br />cover any increases. <br /> <br />The City Attorney reviewed an earlier version of this agreement that combined both of the projects,
