Item No: 09G <br />Meeting Date: July 24, 2017 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Interim Director of Public Works <br />Item Title/Subject: Resolution 8798 Approving the Resurfacing of Silver View <br />Park and Random Park Basketball Courts <br /> <br /> <br />Background/Discussion: <br /> <br />The Parks and Recreation and Forestry Commission along with Public Works Staff have <br />been evaluating options for the playing surfaces at Greenfield, Groveland, Silver View <br />and Random Parks. <br /> <br />These playing surfaces vary in age and condition and multiple options were considered <br />for improvements. Ideas included total reconstruction, resurfacing or placing a tile system. <br />After looking into the options the Commission felt it would be best to hire a consultant to <br />evaluate the playing surface and bring forward recommendations. <br /> <br />Fred Kolkman of Fred Kolkman Tennis & Sport Surfaces LLC was contacted to perform <br />the evaluations and provide the commission a report for options for all the playing <br />surfaces in the Parks. <br /> <br />After receiving the report the Commission concluded that both Greenfield and Groveland <br />Tennis Courts are beyond the resurfacing phase and other options would need to be <br />explored. The basketball courts at Silver View and Random Parks could be resurfaced to <br />protect from further damage. At the May 2017 Parks and Recreation and Forestry <br />Commission meeting, the Commission approved seeking quotes for this work. <br /> <br />Fred Kolkman prepared plans and specifications for resurfacing the basketball courts at <br />Random and Silver View Parks; the plans were sent to five different contractors. <br /> <br />Only one proposal was received, submitted by Dermco-Lavine Construction of <br />Minneapolis, for a total of $28,950.00. This proposal was reviewed by Fred Kolkman and <br />found to be satisfactory. <br /> <br />Funding for this project would come from the Park Dedication Fund account 451-4470- <br />7050, with a budget of $60,000 to resurface Greenfield Park tennis courts. The tennis <br />Courts at Greenfield and Groveland Parks are being proposed to be rebuilt in 2018. <br /> <br /> <br />
