I � 1 <br />City of Mounds View Staff Report <br />Item No: 2 <br />Meeting Date: Sept. 3, 2013 <br />Type of Business: Work Session <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Heidi Steinmetz, Economic Development Specialist <br />Item Title/Subject: Discuss Potential Request for Qualifications (RFQ) for Land <br />Development Planning Services for Southeast Corner of <br />County Roads 10 and H2 <br />Background <br />In 2006, the Mounds View EDA hired DSU/Bonestroo to complete the "Premium Stop <br />Redevelopment Area Study". The study included a series of parcels located along the <br />south side of County Road 10 between County Road H2 and Woodale Drive. The three <br />parcels located at the southeast corner of County Road 10 and County Road H2 were part <br />of the study. <br />At their August 16th meeting, the EDC discussed the study; specifically the study's <br />redevelopment concepts for the three parcels. The EDC recommended that the EDA <br />consider requesting quotes from land development firms to assist the EDA in updating its <br />redevelopment vision for the three parcels. <br />Discussion <br />The EDA's goal in authorizing the 2006 study was to create a redevelopment vision for the <br />area, rather than reacting to developer proposals. Updating the EDA's vision for the three <br />parcels would be consistent with this goal. <br />One way to update the EDA's redevelopment vision for the three parcels would be to <br />generate a Request for Qualifications (RFQ). The purpose of a RFQ would be to identify a <br />qualified land development planning consultant, who may utilize a market research firm, to <br />provide the following services to the EDA: <br />Market analysis of the three -parcel redevelopment site <br />Redevelopment visioning workshop (for the site) with the EDA <br />Two to three redevelopment concept drawings/scenarios for the site <br />Staff Recommendation <br />Staff recommends that the City Council discuss and provide direction to City staff regarding <br />the EDA's interest in distributing an RFQ for land development planning services for the <br />southeast corner of County Roads 10 and H2. <br />Respectfully submitted, <br />Heidi Steinmetz, Economic Development Specialist <br />
