Item No: 6 <br />Meeting Date: April 2, 2012 <br />Type of Business: Work Session <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br /> To: Honorable Mayor and City Council <br /> <br /> From: Don Peterson, Public Works Supervisor <br /> Desaree Crane, Assistant City Administrator <br /> <br /> Item Title/Subject: Safety and Health Program <br /> <br /> <br />Introduction: <br /> <br />In 2009, a consultant from the Occupational Safety and Health Administration (OSHA) <br />conducted a consultation audit/inspection of the Public Works facilities. During this <br />inspection, OSHA required that that the City form a Safety Committee that meets on a <br />monthly basis. Further, OSHA also required that the City adopt a Safety Program, which <br />outlines the City and employee responsibilities in ensuring workplace safety. <br /> <br /> <br />Discussion: <br /> <br />After receiving the audit results in 2009, the City immediately formed a Safety Committee. <br />Members of this committee include Don Peterson (PW Supervisor), Desaree Crane <br />(Assistant City Administrator), Officer Kirk Leitch (MVPD), Jeremiah Anderson (Housing <br />Inspector/Code Enforcement), and Nate Behlen (PW Maintenance). <br /> <br />In early 2010, the Safety Committee started work on the Safety Manual. With the assistance <br />of the League of Minnesota Cities, the Safety Committee drafted a Safety Manual for City <br />Council’s review at the May 2, 2011, Work Session. During the May 2, 2011, Work Session, <br />representatives from the Safety Committee notified the City Council that the City is required <br />to have a Safety Manual drafted and approved by the City Council to meet OSHA <br />requirements. The Safety Committee received feedback from the City Council and the City <br />Administrator after the May 2, 2011, Work Session. Attached is a final draft of the City’s <br />Safety Manual. Please review the draft manual. Don Peterson and I will be presenting this <br />item, and will be answering any questions you may have about this manual. Formal <br />adoption of this policy is required under OSHA regulations. The Safety Committee will be <br />presenting this Safety Manual for formal adoption by Resolution at the April 9, 2012, City <br />Council Meeting. <br /> <br />Respectfully submitted, <br /> <br />__________________________ <br />Desaree Crane
