<br />· Successful communities develop a clear vision, react appropriately to opportunities, <br />create innovative financial tools, and leverage their key assets. Leadership and <br />“consistency of vision” are keys to successful communities. Cities which do the “pre <br />work” in the development process, (i.e. develop and communicate their vision) will <br />attract interest from the development community which is interested in predictability in <br />the city’s review of its proposals. It’s very important that the staff is provided with such <br />a vision and is empowered to communicate it to residents and the development <br />community. It is also important that the Council takes the leadership to make difficult <br />decisions when proposals are presented that move toward achieving the vision. <br /> <br />Based on these observations, Mounds View may wish to pursue the following ideas: <br /> <br />· In a time of economic challenges, Mounds View should revisit the financial role the City <br />would consider for future development and redevelopment opportunities. As noted above, <br />quality developers will continue to seek out communities that have crafted a well- <br />reasoned and predictable partnership model with respect to public/private ventures. <br />· Mounds View’s small lot neighborhoods may provide a unique asset for capturing the <br />relatively large employment base as new residents. It may be fruitful to make overtures to <br />Medtronic to determine if a joint marketing effort to their employees would pay <br />dividends. <br />· A well developed network of sidewalks and trails are of critical importance to both the <br />Gen Yers and Boomers. Investments in such networks will likely provide a great return. <br />The County Road 10 trails and beautification plans are an important component of this <br />system and the City should be commended for continuing to focus on these issues. <br />· Most of us are visual learners. Mounds View may benefit from preparing “illustrative site <br />plans” for potential redevelopment sites. Such plans may help facilitate community <br />discussions, allay fears and contribute to the crafting of a shared vision. <br />· At the workshop, we provided the ULI MN (Re)Development-Ready Guide - a tool to <br />that can be used in establishing (re)development policies and practices that use scarce <br />public dollars to attract private investment, grow jobs, and build tax base for the well- <br />being of your city. This guide may prove useful to the City in considering updates to its <br />review processes. <br /> <br />On behalf of ULI MN, thank you again for hosting this workshop.
