Item No. 3.
Meeting Date: July 2, 2012
Type of Business: Work Session
City Administrator Review: ______

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Desaree Crane, Assistant City Administrator
Item Title/Subject: 2012 League of Minnesota Cities Conference Discussion

At the June 23, 2012, City Council Meeting, it was the consensus to discuss the 2012
League of Minnesota Cities Conference at this Work Session. Councilmember Stigney,
Councilmember Mueller, Councilmember Gunn and I attended the conference last
week. The conference started with keynote speaker Rebecca Ryan of Next Generation
Consulting. Ms. Ryan inspired the attendees with her insights about the factors that will
entice the younger generations (those in their 20s and 30s) to get vested and active in
their hometowns. Factors include having a manageable cost of living, being a wired
community, having amenities like a dog park, valuing learning, and having a social
culture that is not just tolerant but actually inclusive of everyone, and offering cool “after
hours” places to go. According to Ms. Ryan, smaller towns, as well as large and mid-
sized communities, can compete for the next generation if cities plan ahead to provide
for these attractions.

The conference continued with 36 learning seminars on everything from citizen
engagement to better management of your infrastructure to redesign of local services.
In addition, the LMC elected the following delegates:

President: Betsy Hodges (Minneapolis Councilmember)
1st Vice-President: Shaunna Johnson (City Administrator of Waite Park)
2nd Vice President: Dave Osberg (City Administrator of Hastings)

Board of Director Seats:
Jo Emerson (White Bear Lake Mayor)
Ron Johnson (Bermidji Councilmember)

Mayor of Duluth, Don Ness, took a moment from his very busy schedule to welcome
everyone and to update everyone on the flood situation. St. Paul Mayor Chris Coleman
gave an update on the activities at the National League of Cities, where he serves as
2nd Vice-President.

The conference ended with a panel discussion about the process and outcomes of the
LMC’s Cities, Services and Funding Project.

Respectfully Submitted,

Desaree Crane
