<br />Item No: 2 <br />Meeting Date: October 1, 2012 <br />Type of Business: Work Session <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Review Request for Permanent On-Street Parking Adjacent <br />to Woodlawn Terrace Apartment Complex <br /> <br />Introduction: <br /> <br />Rajiv Garg, owner of Woodlawn Terrace, is requesting that the City consider permitting on-street <br />parking for Woodlawn Terrace tenants on Woodlawn Drive and Edgewood Drive. Staff indicated to <br />Mr. Garg that the City Code prohibits overnight parking on City streets with the exception of <br />temporary allowances granted by the Police Dept for just cause. <br /> <br />Discussion: <br /> <br />Woodlawn Terrace is a six-building multi-family apartment complex located on Woodlawn Drive and <br />Edgewood Drive. (Refer to the attached aerial map.) The complex, constructed in 1968 and 1969, <br />contains 113 units in the six buildings served by only 120 surface parking stalls. There are also 90 <br />garage units on the property, bringing the total number of covered and uncovered parking to 210 <br />spaces. <br /> <br />The City Code requires 1.5 uncovered parking stalls per unit plus 1.0 covered stalls (garage stalls) <br />for a total of 2.5 per unit. For Woodlawn, that would translate into 283 required spaces. While <br />Woodlawn Terrace presently falls well short of the minimum requirements, the number of stalls may <br />have met or exceeded code requirements when the project was originally constructed. <br /> <br />Staff has reviewed the Woodlawn Terrace property and has determined that there are no areas that <br />can be repurposed for parking on the property without sacrificing the minimal amount of green <br />space on site. (Refer to the second aerial graphic which shows how some green space could be <br />replaced with parking, however doing so would put the complex further out of compliance with the <br />City’s green space requirements.) <br /> <br />Both the public works director and police chief recommend against allowing on-street parking in this <br />area or any area within the City. <br /> <br />Recommendation: <br /> <br />Review and consider Mr. Garg’s request to permit on-street parking for residents of Woodlawn <br />Terrace and provide direction to staff if further action becomes necessary. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator
