Item No: 2
Meeting Date: March 7, 2011
Type of Business: Work Session
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, City Administrator
Item Title/Subject: Update on SBM Fire Department Capital Needs and Engine
Analysis

Introduction:

Fire Chief Nyle Zikmund will make a presentation to the City Council regarding the
department’s future capital needs, beginning in 2012 with the planned replacement of two
fire engines.

Discussion:

I met with Chief Zikmund on February 2, 2011, along with Blaine’s City Manager Clark
Arneson and Spring Lake Park’s City Administrator Barb Nelson, to review the five year
capital needs analysis. Chief Zikmund presented two versions of the five year plan, one
showing the cost of replacing two engines at $660,000 each, and another plan with two
“mini pumper” style engines at a much lower cost of $325,000 each. (Specifications for the
Mini Pumper Extreme are attached to this report for the Council’s reference.)

Other equipment and vehicle needs are addressed in the proposed 2012 capital budget.
The City‘s share of the total proposed capital expenditures in 2012 will be approximately
15% of the total, which amounts to either $215,000 or $115,000. The Council could budget
for its share of the Fire Department’s 2012 capital budget in the Vehicle and Equipment
Replacement Fund or use a portion of any LGA received from the State of Minnesota.

Recommendation:

Review the two versions of the Fire Department’s Five Year Capital Budget as well as the
specifications for the Mini Pumper Extreme. Should you have any questions for Chief
Zikmund prior to the meeting, feel free to call him by phone at 763-786-4436.

Respectfully submitted,

________________________
James Ericson
City Administrator
