<br /> <br />Massage Therapy Report <br />November 7, 2011 <br />Page 2 <br /> <br /> <br />Summary Points: <br /> <br />• The City of Mounds View does not presently allow massage therapy as a home- <br />based business due to a licensing provision that requires such an activity to operate <br />in a commercial business zoning district. <br />• Despite there being more communities which allow such a home occupation (based <br />on a very small sample size), those that do not cite concerns with potential <br />inappropriate activity and difficulties associated with inspections to verify <br />compliance with the many licensing requirements. <br />• The Chief of Police is not supportive of such a change due to concerns with the <br />potential for inappropriate, illegitimate activity. <br />• Because the City Code applies to all residents, amending the laws in response to <br />one person’s desires (whether the issue is bees, chickens or massage therapy) <br />would seem overly accommodating and ill advised. <br /> <br />Recommendation: <br /> <br />While Ms. Howell may have the best of intentions and would undoubtedly operate a <br />professional and highly-regarded operation from within her home, Staff would not support <br />amending the Code in response to this single request, as it would open the door to others <br />who may not share Ms. Howell’s above-board professional standards and holistic approach <br />to the healing arts.
