This could be construed to prohibit a temporary body art license, which the <br />state allows. The law would permit a temporary license for a period not to exceed 21 days. <br />The current City requirements are as follows: <br /> <br />515.14: TEMPORARY TATTOOING, BODY PIERCING, BODY BRANDING, BODY <br />SCARRING OR BODY PAINTING EVENT LICENSE. <br /> <br />Subd. 1. The Clerk-Administrator may issue a temporary tattoo, piercing, branding, scarring and <br />body painting event license as provided in this subsection. <br /> <br />Subd. 2. A temporary tattoo, piercing, branding, scarring and body painting specialist license may <br />be issued to a person who: <br /> <br />a. Is qualified to hold a tattoo and piercing specialist license under this Section; <br /> <br />b. Has completed the required application and paid the license fee at least seven (7) days prior <br />to the effective date of the license. <br /> <br />Subd. 3. A temporary license is effective for four (4) consecutive days. A person may not be <br />issued more than three (3) temporary licenses in any period of three hundred sixty (360) <br />consecutive days. <br /> <br />Subd. 4. All other provisions of this Section apply to temporary licenses. <br /> <br />While the City has not seen a huge demand for its existing temporary license (I can think of <br />only one request in the last ten years) the proposed ordinance should be clarified as to <br />whether the intent is to allow a temporary operation or prohibit them altogether. The <br />proposed revisions, in typical, color-coded ordinance revision format, are attached for the <br />Council’s review.
