1 <br /> <br />Item No: 07 <br />Meeting Date: October 4, 2010 <br />Type of Business: Work Session <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Police Command Structure <br /> <br />Discussion: <br /> <br />The police department has an authorized staff of 19 full time sworn officers. This change <br />took effect in 2003 when a referendum was placed before the residents who voted to <br />increase the authorized strength of the department from 17 officers to 19 officers. The <br />voters approved an increase in taxes for this addition of 2 officers. The major benefit to this <br />action was an increase in the minimum staffing levels of officers covering the street. Prior <br />to this action, there were times when only one officer was assigned for short periods of <br />time. With the approved officers, a two person minimum was possible 24 hours every day. <br /> <br />While we are still able to staff the two officer minimum, the supervisory structure has been <br />substantially impacted with retirements of former Chief Mike Sommer on October 30, 2009 <br />and Sergeant Mike Kampa on July 30, 2010. The loss of two senior supervisory positions <br />has left only three remaining supervisory positions. The current authorized rank structure of <br />the department is the following: <br /> <br />1 Chief <br />1 Deputy Chief <br />3 Sergeants <br /> <br />However, we currently are structured as: <br /> <br />1 Chief <br />2 Sergeants <br /> <br />This is an inadequate management structure for a department this size serving a <br />population of 13,000.
