<br /> <br /> <br /> <br />City of Mounds View <br />Memo <br />To: City Council <br />From: Greg Lee <br />CC: Kurt Ulrich <br />Date: June 1, 2007 <br />Re: Trunk Highway 10 Noise Wall – draft alignments <br />As stated in the June 4, 2007 City Council Work Session Report, Staff will be meeting with Mr. <br />Lindaberg along with Peter Wasko, Mn/DOT’s Noise Abatement Specialist on Thursday, May 31, <br />2007 (after the report was due). The purpose of this meeting was to discuss the status of the <br />noise wall in the Ardan Park Area (Segment A) and other aspects of the Trunk Highway 10 noise <br />wall system. <br />One question that was posed to the City was if the City has a preference regarding the alignment <br />of the wall. Mn/DOT has developed two rough possible alignments for the wall (see attached <br />map). <br />Staff has reviewed these two alignments and recommends Alignment A. Alignment A has the <br />least amount of impact to Arden Park and it retains the significant trees within the park area. It <br />was originally thought that alignment B would be located on higher ground; thus increasing the <br />effectiveness of the wall. However this is not the case. <br />Other questions posed by Mn/DOT were: <br /> <br />• The schedule for this project is to award a construction contract in the spring of <br />2008. Would the City want to delay this until 2010 to see if addition state <br />funding would be made available to do a larger project? <br />• Will the City agree to grant a permanent wall easement for areas where the wall <br />is not contained within Mn/DOT’s right-of-way? <br />• Will the City grant permission to perform additional soil borings once an <br />alignment is established? <br /> <br /> <br /> <br />
