Based on the <br />anticipated increased demand for video production to better serve the residents of Mounds <br />View, staff would like to purchase a non-linear editing system. <br /> <br />Background Information <br /> <br />The following information regarding the need for and specification of a non-linear editing <br />system had already been prepared before becoming aware of the immanent computer <br />hardware updates. <br /> <br /> <br />History <br /> <br />According to a December 2002 Staff Report regarding a non-linear editing system, the <br />previous editing capacity at the City of Mounds View was a linear editing system dating <br />from 1997 consisting of a pair of SVHS video decks with an edit controller. While the decks <br />are still in service in the automation rack, the edit controller has been removed from <br />service, leaving the City without any present ability to edit video. Programming has been <br />created using the facilities of the North Suburban Access Corporation, also known as CTV. <br /> <br />Increased requests for video production <br /> <br />• The Cable Committee would like new episodes of Seniors on the Run, Mounds View <br />Today and Behind the Scenes created each month. <br />• CTV has provided grant funding to support production of a documentary on the 50th <br />Anniversary of Mounds View. <br />• The Parks and Recreation Commission requested a video to promote the City’s park <br />facilities. <br />• Public service announcements and short programs <br />• Instructional programs for residents, for example “how to apply for a variance.” <br /> <br /> <br />
