Item No. 6 <br />Meeting Date: March 3, 2008 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Red Oak Drive – Traffic Calming and Volume <br />Reduction Activities <br /> <br /> <br />Background: <br />When conducting the neighborhood meetings for the 2007/2008 Street and Utility <br />Improvement Project, one of the issues that was raised was the speed and <br />volume of traffic on Red Oak Drive. <br /> <br />Recognizing the need to address some basic traffic issues and questions in the <br />northwest area of the City, specifically associated with Red Oak Drive, Staff <br />collected traffic data. This data was included in a report that was presented to the <br />City Council on November 6, 2006 and later included in the feasibility report for <br />the 2007/2008 Street and Utility Improvement Project. <br /> <br /> <br /> Discussion: <br />Based on this report, it was determined that two simple and relatively <br />inexpensive actions could be applied to Red oak Drive in an attempt to address <br />the speed issue (real or perceived) and the traffic volume issue. <br /> <br />Fog lines were added to Red Oak Drive last fall. These fog lines were white <br />painted lines located 11 feet from centerline on either side of the road. The <br />desired effect is to make Red Oak Drive visually appear to be narrower than it is <br />to drivers and, as a result, have travel them at a lower rate of speed. It is also <br />anticipated that concrete barrier curbs will compound this effect. <br /> <br />The other planned action for Red Oak Drive was to direct drivers that are <br />traveling southbound on Red Oak Drive, then turning left onto County Road 10, <br />to utilize Long Lake Road instead. To accomplish this, traffic signage is planned <br />to be installed on Long Lake Road and Red Oak Drive. There are three <br />directional signs to be installed on Long Lake Road. Two have been installed: <br />one at Red Oak Dive and other at Sherwood Drive. The third will be installed at <br />County Road I (see attached photos).
