Option 2 – Use a Consultant

The City Council could use a consultant for the design and layout of the
newsletter. Staff did receive two quotes from two design companies –
Abbott & Abbott and BlueFish.

Abbott & Abbott currently designs newsletters for the Mounds View School
District, SalesforceXP, and the National Down Syndrome Congress. They
are the apparent low bid. BlueFish currently designs the North St. Paul
city newsletter. Attached are quotes from both consultants.

If the City Council is receptive to this idea, then Staff would place this for
Council consideration in April. The Assistant City Administrator would
continue to gather articles from all departments, the Mayor and
Community Center, but would then forward those articles to the consultant
for design.

Staff would continue to be responsible for delivery of the newsletter in accordance with the
City Charter. This will be a combination of the delivery service and the U.S. Postal
Service.

Recommendation:

Please discuss the options. Staff would recommend using a consultant to save staff time
and to ensure a quality work product.

Respectfully submitted,
Desaree Crane
