<br />Item No: 5 <br />Meeting Date: May 5, 2008 <br />Type of Business: Worksession <br />Administrator Review : ___ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Update Regarding Salary Compensation Study <br /> <br />Introduction: <br /> <br />The Council has asked staff to obtain quotes from area HR consultants to assist the City <br />Council with the proposed compensation study to be completed this year. <br /> <br />Discussion: <br /> <br />The Council has asked whether a consultant is even needed given the relative availability of <br />salary and benefits data through the League’s website. There are two key issues which <br />necessitate some level of consultant interaction, the first being that there are enough <br />positions on our staff that either do not compare well across the board or not enough other <br />communities have the position at all which limits the usefulness of a comparison. The <br />second issue is the compensation framework as specified in the Personnel Manual. As the <br />Council is aware, the “Stanton Mean” is no longer a valid benchmark since the reports are no <br />longer being produced. Staff had provided to the Council a suggested list of comparable <br />cities which included ALL metro area cities with populations between 9,000 and 20,000 <br />which had their own police force. Springsted indicates that while the resulting list could be <br />considered comparable, the existence of a police department in a community (or lack <br />thereof) does not make enough of an impact to justify omitting an otherwise comparable city, <br />such as Arden Hills or Vadnais Heights. Thus, an HR consultant would meet with the <br />Council to get a better understanding of its perception of comparability and ask additional <br />questions to help clarify the City’s overall compensation goals. <br /> <br />Recommendation: <br /> <br />We are still collecting information from consultants but based on some discussions we’ve <br />already had, staff is reasonably confident that all tasks can be accomplished to our <br />satisfaction keeping the cost to less than $6,000.
