<br /> <br />YMCA Management Agreement Revisions <br />August 4, 2008 <br />Page 2 <br /> <br />Compensation (Continued) <br />Finally, regarding compensation, specific amounts are provided for services relating to Ice <br />Skating Supervision, Playground Supervision, Program Leadership and Middle School <br />Leadership. Staff will seek clarification regarding the latter two services. Finance Director <br />Beer indicates we have provided reimbursements to the YMCA for the ice rink attendants, <br />playground attendants and for costs associated with Club Mid. The amounts paid do not <br />however correlate with the agreement and thus will need further review. <br /> <br />Exhibits <br />The exhibits to the management agreement with the YMCA are as follows: <br /> <br /> Exhibit I – Mounds View Park and Recreation Facilities <br /> Exhibit II – Duties and Responsibilities of the YMCA <br /> Exhibit III – Duties and Responsibilities of the City <br /> Exhibit IV – Minimum Programs to be Offered by the YMCA <br /> Exhibit V – Personnel Issues <br /> Exhibit VI – Procedure for Handling Complaints <br /> Exhibit VII – Programming Equipment <br /> <br />Exhibit I remains relatively unchanged however Exhibits II and III show many proposed <br />revisions and many more are likely needed. Exhibit IV will need to be updated and Exhibit V <br />is not referenced anywhere in the agreement, thus am not sure why it is a part of the <br />agreement. Exhibit VI regarding complaints has been discussed in previous years however <br />my copy of the agreement did not include any reference to such a process. Finally, Exhibit <br />VII is also blank and will need to be addressed. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Council review the attached draft management agreement with <br />the YMCA and discuss potential changes or additional revisions in light of the fact that the <br />source document seems to be the original permanent agreement from 1999. Staff will <br />forward the agreement to the City Attorney for his review and will forward same to Pat <br />Riemersma with the YMCA. After receiving feedback from the Council, the Attorney and the <br />YMCA, staff would suggest that the YMCA Advisory Committee have an opportunity to <br />review the document at its meeting in September.
