Item No. 6 <br />Meeting Date: September 2, 2008 <br />Type of Business: WS <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Streets and Utilities Committee: 2009-2010 Street <br />and Utility Project Design Issue Update: Red Oak <br />Drive Traffic Calming <br />Background: <br />On February 11, 2008 the City Council approved Resolution 7223 creating the <br />Streets and Utilities Committee. On March 24, 2008 the City Council approved <br />Resolution 7245 appointing the members to the Streets and Utilities Committee. <br />The Streets and Utilities Committee held a Public Meeting on June 14, 2008 to <br />review several specific design issues on the 2009 – 2010 Street and Utility <br />Improvement Project and to get feedback from the public. <br />Resolution 7307 was adopted at the July 28, 2008 Council Meeting. This <br />resolution authorized staff to prepare a traffic calming plan for Red Oak Drive, <br />from Long Lake Road to Hillview Road, for review and approval by the Streets <br />and Utilities Committee and the City Council. <br />Discussion: <br />A memo on Red Oak Drive Traffic Calming, dated August 11, 2008, was <br />prepared by Staff and presented to the Streets and Utilities Committee at their <br />August 18, 2008 meeting. A copy of the memo is attached to this Staff Report. <br />The Committee reviewed the memo and discussed the various traffic calming <br />options it described. The Committee feels it is important to implement traffic <br />calming features at this time as the newly paved and slightly wider road (32-feet <br />proposed vs. 30-feet existing) may tempt people to drive even faster than they do <br />today. The Committee recommends (by a unanimous 6-0 vote) that eight chokers <br />be constructed on Red Oak Drive at the following locations: <br />x Intersection with Hillview Road – north side <br />x Intersection with Sherwood Road – both north and south sides <br />x Intersection with Ardan Drive – both north and south sides <br />x Mid-block between Ardan Drive and Long Lake Road. Two chokers to <br />be installed, evenly spaced. <br />x Intersection with Long Lake Road – south side
