Item No: 8 <br />Meeting Date: September 2, 2008 <br />Type of Business: Work Session <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Jim Ericson, Clerk Administrator <br />Item Title/Subject: Update Regarding Airport Land Available for Development <br /> <br />Background: <br /> <br />Late last year, Mounds View became aware that the Metropolitan Airports Commission <br />was exploring opportunities to develop a tract of airport land on County Road J <br />disconnected from the Anoka County / Blaine Airport. A sign was erected on the site <br />advertising its availability and an RFP was distributed which requested proposals for a <br />high-quality hotel and complementary uses development. Complementary uses listed <br />were restaurants and retail development. The proposal would need to bring revenue to <br />MAC and add tax value to Anoka County and the City of Blaine. The 27-acre parcel, <br />referred to as Parcel 60) is on the north side of County Road J between Groveland Road <br />and Red Oak Drive. The City of Blaine will be amending its future land use map <br />designation of this parcel from “Light Industrial” to “Planned Commercial / Planned <br />Industrial” to provide some flexibility in the development of this site. <br /> <br />Discussion: <br /> <br />Given the proximity to Mounds View and the potential impacts of such a high-density <br />development, Economic Development Specialist Heidi Steinmetz has been in regular <br />contact with her counterpart in the City of Blaine to stay informed as to Blaine’s actions <br />regarding the parcel. In addition, airport manager Joe Harris has been contacted and we <br />have asked to be notified concerning any new updates regarding the proposed <br />development. Ms. Steinmetz and I have also met with Hollis Cavner, the individual who <br />leads the investment team associated with the new fixed base operation center and new <br />hangar buildings at the airport. The fixed base operation (FBO) is located in the <br />northwest corner of the site and is slated to be utilized in association with the Republican <br />National Convention (RNC.) <br /> <br />Recommendation: <br /> <br />No action is requested at this time, staff simply felt it was important to keep the Council <br />members informed as to the potential development of this parcel of land. <br /> <br />Respectfully submitted, <br /> <br /> <br />Jim Ericson, Clerk Administrator <br />
