Memorandum <br />To: Streets and Utilities Committee Members <br />From: Design Team <br />Date:9/4/08 <br />Re: Laport Drive and Edgewood Drive Intersection (Non-Standard) <br /> File No.: 435-08132-0 <br />This memo is intended to inform the Streets and Utilities Committee about the design of the intersection of <br />Laport Drive and Edgewood Drive within the 2009-2010 Street and Utility Improvement Project. Below is a <br />summary of the existing conditions followed by the proposed design and the reasoning behind the deviation <br />from the existing layout. <br />The existing intersection is a non-standard intersection in the sense the streets do not intersect at close to <br />90 degree angles to each other. This layout decreases the safety for vehicles and pedestrians traveling <br />through the intersection because it is tough to tell which movements have the right of way. To help control <br />which movements have the right of way, the intersection has a stop sign for westbound Laport Drive. Area <br />residents have told us that few vehicles pay attention to the stop sign. Most tend to roll through it without <br />stopping. We believe this is partly due to the fact that there is only one residence to the north of Laport <br />Drive on Edgewood Drive and partly due to the low traffic levels in this small residential area. Generally <br />Edgewood Drive exists as the through street and Laport Drive “tees” into it. The existing conditions are <br />shown on the attached Figure 1. <br />The proposed layout of the intersection of Laport Drive and Edgewood Drive is shown on the attached <br />Figure 2. The intent is to make the movement from the southern leg of Edgewood Drive to Laport Drive as <br />the major or through movement. The north leg of Edgewood Drive would “tee” into Laport Drive. The <br />existing stop sign would be moved from westbound Laport Drive to southbound Edgewood Drive. <br />We discussed with City staff and came to the conclusion this would be the best design of the intersection. <br />Staff would have liked to see a more traditional 90 degree intersection if Laport Drive would be extended to <br />the west of Edgewood Drive. Laport Drive is likely to be extended to the west when the parcel to the <br />northwest of Laport Drive and Edgewood Drive develops. City staff believed the odds of that parcel <br />developing within the next 5 years was low. Therefore rather than attempt to coordinate the intersection for <br />a possible extension of Laport Drive to the west, the best design for the intersection as it exists today was <br />sought after. <br />The location where the north leg of Edgewood Drive would “tee” into Laport Drive was picked for a few <br />reasons. The first was due to the house at the SE corner of Laport Drive and Edgewood Drive. With the <br />proposed layout, headlights from a southbound vehicle on Edgewood Drive would not shine directly into
