<br />Item No. 5 <br />Meeting Date: February 2, 2009 <br />Type of Business: WS <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Joe Rhein, Consulting Engineer <br />Item Title/Subject: Local Surface Water Management Plan – <br /> Consideration of Revised City Review Draft <br /> <br />Background: <br />The City is currently updating its Comprehensive Plan for submittal to the <br />Metropolitan Council. A requirement for the approval of the Comprehensive Plan <br />is that the City have an approved Local Surface Water Management Plan <br />(LSWMP). <br /> <br />SEH prepared a draft LSWMP for Mounds View in 2002; however, this plan was <br />never finalized. Since the 2002 LSWMP was prepared, significant developments <br />in the approach to surface water management in Mounds View have occurred, <br />most notably: <br />• New Metropolitan Council requirements for LSWMPs as part of 2030 <br />Comprehensive Plan submittals <br />• Adoption of new rules in 2008 by the Rice Creek Watershed District <br />(RCWD) <br />• Recent development of the City’s Street and Utility Improvement Program <br />• New City stormwater obligations as a holder of an Municipal Separate <br />Storm Sewer System (MS4) permit under the National Pollutant Discharge <br />Elimination System (NPDES) program <br /> <br />Given these surface water management developments, the City Council <br />determined that at this time the most effective and appropriate method to meet <br />the LSWMP requirements of the Comprehensive Plan is to develop a new <br />LSWMP to replace the existing draft plan. The existing LSWMP would be used <br />as a resource for the new LSWMP, with information from the existing LSWMP <br />retained and brought forward to the extent practical. <br /> <br />On June 23, 2008 the City Council adopted Resolution 7299 authorizing <br />Bonestroo to prepare the Local Surface Water Management Plan for the City. <br /> <br />Discussion: <br />The LSWMP has been developed to serve as a comprehensive planning <br />document to guide the City of Mounds View in conserving, protecting, and <br />managing its surface water resources and comply with the Metropolitan Surface
