Item No. 6 <br />Meeting Date: February 2, 2009 <br />Type of Business: WS <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Street and Utility Improvement Program: <br />Agreement For Improvements Under A <br />Public Contract <br />Background: <br />On October 22, 2007 the City Council approved Resolution 7176 Establishing the <br />Street and Utility Improvement Program. The Resolution included standards for <br />the public improvements to be performed under the projects in the Program. <br />On February 11, 2008 the City Council approved Resolution 7223 creating the <br />Streets and Utilities Committee. Among its duties, the Committee was to review <br />non-standard issues for the public improvements on each project within the <br />Program and make recommendation to the City Council. <br />On March 24, 2008 the City Council adopted Resolution 7243 Ordering the 2009- <br />2010 Street and Utility Improvement Project, which is the first project in the <br />Program. <br />On September 22, 2008 the City Council adopted Resolution 7338 Approving the <br />Policy to Address Non-Conforming Driveways within the Street and Utility <br />Improvement Program. <br />Through the development of the 2009-2010 Street and Utility Improvement <br />Project, it has become apparent that there are a number of additional private <br />issues that have the potential to affect the public improvements to be performed. <br />Discussion: <br />Philosophy <br />The construction of each project within the Street and Utility Improvement <br />Program will present opportunities for a number of specific improvements that will <br />benefit only an individual property. Examples of such opportunities include: <br />- Repair of an existing sanitary sewer service <br />- Installation of a new sewer and water service for a future lot split <br />- Installation of a second street access (where allowed) <br />- Installation of a non-conforming width street access (where allowed) <br />- Modification of a street access from the existing condition
