Item No. 6 Meeting Date: February 2, 2009 Type of Business: WS City Administrator Review _______ City of Mounds View Staff Report To:Honorable Mayor and City Council From:Joe Rhein, Consulting Engineer Item Title/Subject:Street and Utility Improvement Program: Agreement For Improvements Under A Public Contract Background: On October 22, 2007 the City Council approved Resolution 7176 Establishing the Street and Utility Improvement Program. The Resolution included standards for the public improvements to be performed under the projects in the Program. On February 11, 2008 the City Council approved Resolution 7223 creating the Streets and Utilities Committee. Among its duties, the Committee was to review non-standard issues for the public improvements on each project within the Program and make recommendation to the City Council. On March 24, 2008 the City Council adopted Resolution 7243 Ordering the 2009- 2010 Street and Utility Improvement Project, which is the first project in the Program. On September 22, 2008 the City Council adopted Resolution 7338 Approving the Policy to Address Non-Conforming Driveways within the Street and Utility Improvement Program. Through the development of the 2009-2010 Street and Utility Improvement Project, it has become apparent that there are a number of additional private issues that have the potential to affect the public improvements to be performed. Discussion: Philosophy The construction of each project within the Street and Utility Improvement Program will present opportunities for a number of specific improvements that will benefit only an individual property. Examples of such opportunities include: - Repair of an existing sanitary sewer service - Installation of a new sewer and water service for a future lot split - Installation of a second street access (where allowed) - Installation of a non-conforming width street access (where allowed) - Modification of a street access from the existing condition
