A street opening permit is required from the City, at a <br />fee of $30. In addition, if the repair requires excavation within the <br />street, the property owner must provide a $1,000 security to ensure <br />the street will be restored properly. <br />If this work were done under the City project instead, the benefits <br />would be: <br />-Property owner doesn’t have to find a contractor <br />-Property owner knows the price up front <br />-Same warranty on work as the City project <br />-City inspection of the work <br />-No scheduling conflicts / delays for City contractor <br />-New street isn’t dug up later <br />-Resident could save permit fee <br />-Resident would save security amount <br />It should be noted that the $1,000 security for street repair is based <br />on the existing street conditions. Staff will recommend that the <br />security amount be raised once the streets have been <br />reconstructed. The recommended value of the new security <br />amount is likely to be several times the current amount. <br />x Installation of new Sewer & Water service for future lot split: <br />For those existing properties that meet code requirements for potential <br />lot splits in the future, the property owner could choose to have a new <br />sewer and water service extended to the property now to serve that <br />future lot if they ever proceeded with the lot split. Benefits would be <br />similar to those noted above for the sanitary sewer repair. <br />x Non-Conforming Driveways: <br />Resolution 7338, adopted by the City Council on September 22, 2008, <br />established the policy for addressing non-conforming driveways. This <br />includes instances where more than one driveway or a driveway wider <br />than the City Code maximum would be allowed. The Resolution states <br />that a written Agreement is required. A copy of Resolution 7338 is <br />included with this Staff Report for reference. <br />x Modifications of Conforming Driveways: <br />Consideration needs to be given as to how the City will handle the <br />situation where a property owner wishes to modify their existing <br />driveway, but still stay within City Code requirements. The most <br />common situation would be widening of a driveway. For example, a <br />property owner may an existing 15-foot wide driveway, and want to <br />widen it to 24-feet, which is the maximum allowed by Code.
