four points of contact which are only the fists and feet. The same rules apply for Muay
Tai as in traditional kickboxing. This event also is compliant with the current City Code.

Staff went to the fight at The Mermaid on March 28, 2009, to observe how the fights
were managed. Staff observed that was a referee (who was wearing surgical gloves),
an EMT, a doctor and security on the premises. The crowd seemed calm, and there
were no major security incidents found.

At the direction of the City Council, Staff has invited representatives from Cellar Boxing,
Chris Cichon and Justin Whiley, to help answer any questions that the City Council may
have about these fighting events. They will be present at this Work Session to discuss
these fighting events and to answer any questions that the City Council may have about
their organization.

Respectfully submitted,
Desaree Crane
