<br /> <br /> <br /> <br />The Mermaid: The Mermaid is in the process of planning a car show in their <br />parking lot. It is Staff’s understanding that there will be no food <br />or music being played outside during the event. The owner of <br />the Mermaid, Dan Hall, spoke to the Clerk-Administrator about <br />his concerns for requiring such a permit. Mr. Hall felt that he <br />would be essentially paying the City to just park vehicles in his <br />parking lot for the car show event. In addition, Mr. Hall further <br />stated that this permit is unnecessary, and The Mermaid always <br />ensures that the parking lot is well maintained and cleaned. <br />According to the City’s present policy on Outdoor Special Events, <br />The Mermaid’s car show event would require a permit regardless <br />of whether music is being played or if food being served outside. <br />Under the present policy, this event would require a permit <br />because this event is open to the public. <br /> <br /> <br />Staff would like some discussion with the City Council on whether this ordinance should <br />be rescinded. Many of the provisions of the Special Outdoor Event Code are already in <br />our City Code to include Nuisance provisions. It is Staff’s opinion that this policy may <br />be too broad, and is already requiring considerable Staff time to manage. <br /> <br />Attached is Ordinance 808, which established the Outdoor Special Event policy for your <br />reference. <br /> <br />Respectfully submitted, <br />Desaree Crane <br />
