<br />Item No: 1 <br />Meeting Date: July 6, 2009 <br />Type of Business: WS <br />Administrator Review: ________ <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Heidi Heller, Planning Associate <br />Item Title/Subject: Request by the Epilepsy Foundation of Minnesota to allow <br />donation bins to be located at Mounds View businesses <br /> <br /> <br />Introduction: <br /> <br />City staff noticed that the Epilepsy Foundation has placed green donation bins in the <br />parking lots of Silver View Plaza and The Station. After staff requested that the bins be <br />removed, Tom Rue, the Director of Operations for the Epilepsy Foundation of Minnesota <br />asked if he could talk to the City Council about allowing their bins in the city. <br /> <br />Discussion: <br /> <br />At a worksession in August 2007, the City Council discussed these types of donation bins. <br />The previous staff report for this discussion is included. At the time, another company had <br />their donation bins in a few locations around the city. These bins are located on <br />commercial properties in a very visible location – typically the front of the building. At the <br />meeting in 2007, the Council decided not to allow the bins since they tend to accumulate <br />junk around them, are not necessarily visually attractive, or what the Council wants to see <br />along the city’s main corridors. <br /> <br />Recommendation: <br /> <br />After hearing from the Epilepsy Foundation, direct staff as to whether or not the existing <br />donation bins may remain in the City. <br /> <br /> <br />Respectfully submitted, <br /> Heidi Heller <br />Planning Associate <br /> <br /> <br />Attachments: <br />1.
