<br />Item No: _5__ <br />Meeting Date: _July 6, 2009_ <br />Type of Business: __WS__ <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Nick DeBar, Public Works Director <br />Item Title/Subject: Streets and Utilities Committee - Recommendations for <br /> Area B/C of the Street and Utility Improvement Project <br /> <br />Introduction: <br />During 2007, the Street and Utilities Task Force developed a Street and Utility Improvement <br />Program (SUIP) to reconstruct approximately 26 miles of City-owned streets over a 10-year <br />period. The Task Force developed design standards to be used in the program, including <br />standards for street section, curbing material, curbing type, street width, pedestrian/bicycle <br />accommodations, utilities, stormwater management, and mailbox groupings. The SUIP was <br />approved and design standards adopted by the City Council on October 22, 2007 <br />(Resolution 7176). <br /> <br />The City Council established a Streets and Utilities Committee (Committee) on February 11, <br />2008 to oversee the implementation of the SUIP (Resolution 7223). Among other duties, the <br />Committee was charged with advising and providing recommendations to the City Council on <br />design issues encountered during the various stages of implementing the SUIP. <br /> <br />The Committee reviewed design issues and options for non-standard streets in Areas B and <br />C of the SUIP on May 18, 2009, April 20, 2009, and June 15, 2009. On June 2, 2009, a <br />public information meeting was held to present the non-standard street design issues and <br />options. Property owners adjacent to streets in Areas B and C were invited to the meeting <br />and participated by asking questions and commenting on the proposed design options. <br />Feedback forms were distributed to citizens and completed forms collected and summarized <br />by Staff after the information meeting to gather public input. <br /> <br />Through the course of the meetings held thus far, the Committee has reached a decision on <br />most non-standard street design issues for Areas B and C of the SUIP. The Committee <br />passed votes on June 15, 2009 to recommend a particular design option for the non- <br />standard streets under review. <br /> <br />Discussion: <br />All non-standard roads in Areas B and C have design issues relating to street widths and <br />pedestrian/bicycle accommodations. The SUIP provides the following standards to be used <br />when encountered with these design issues: <br /> <br />Street Width Standard: <br />Typical streets will have a width of 28 feet measured from face of curb to face of curb. <br />Streets currently between 26 and 32 feet wide will be reconstructed to the 28 foot standard. <br />Other streets, including Municipal State Aid Streets and streets designated as pedestrian <br />corridors, will have their reconstructed width evaluated on a street-by-street and project-by- <br />project basis. <br /> <br /> <br /> <br /> <br />
