Street width options for Springview Lane presented at the June 2, 2009 public information <br />meeting included the following (with public feedback responses tallied–see attached <br />feedback summary): <br />1. Widen Springview Lane approximately 1.5 feet to the City minimum standard width of 24 <br />feet (17/22=77%); <br />2. Widen Springview Lane approximately 5.5 feet to the City standard of 28 feet (2/22=9%); <br />3. No opinion (3/22=14%). <br /> <br />The Committee recommends (6-0, Bjerke absent) that Springview Lane be reconstructed to <br />a street width of 24 feet measured from face-to-face of curb. The Committee further <br />recommends that an engineered solution be determined for the turn-around issue at the <br />dead-end of the roadway during final design. <br /> <br />Knollwood Drive and Woodcrest Drive: Pedestrian/Bicycle Accommodations <br />Knollwood Drive and Woodcrest Drive are designated as potential pedestrian/bicycle <br />corridors in the City’s Comprehensive Sidewalk/Trailway Plan. The roads are currently 28 to <br />29 feet wide and will be reconstructed to the City’s standard street width of 28 feet from face- <br />to-face of curb per the adopted SUIP standards. <br /> <br />The Feasibility Report for the 2005 Street Improvement Project (now known as Area B), <br />dated March 2005, included provisions for the construction of a concrete sidewalk along the <br />east side of Knollwood Drive, from County Road H to County Road H2, and along the south <br />side of Woodcrest Drive, from Knollwood Drive to Silver Lake Road. The costs for the <br />sidewalks were estimated in the Report to be approximately $220,000 for Knollwood Drive <br />and $35,000 for Woodcrest Drive. The cost per linear foot of the sidewalk on Knollwood <br />Drive is approximately twice the cost per linear foot on Woodcrest Drive. This is due to the <br />extensive grading and retaining walls needed to construct the sidewalk, along with high costs <br />related to crossing Spring Creek. <br /> <br />The Report also stated that if a sidewalk was constructed on Silver Lake Road, from County <br />Road H to County Road H2, then the sidewalk along Knollwood Drive would be redundant <br />and not necessary due to its close proximity to Silver Lake Road (i.e. one block away). <br />Furthermore, if the sidewalk on Knollwood Drive is not constructed, there would be little need <br />for a sidewalk on Woodcrest Drive to connect Knollwood Drive to Silver Lake Road. <br /> <br />A sidewalk was constructed along Silver Lake Road, from County Road H to County Road <br />H2, during the summer of 2006. Therefore, for reasons mentioned above, construction of a <br />sidewalk on Knollwood Drive and Woodcrest Drive is no longer considered required or cost <br />effective. The relatively low volume of pedestrian traffic, coupled with the close proximity of <br />the existing Silver Lake Road sidewalk, suggest that additional sidewalks are not necessary <br />in the area. The existing sidewalk is on the east side of Silver Lake Road, which would <br />necessitate an uncontrolled crossing of Silver Lake Road (i.e. traffic on Silver Lake Road <br />does not stop at Woodcrest Drive) if a sidewalk is installed on Woodcrest Drive. <br /> <br />Pedestrian/bicycle accommodation options presented at the June 2, 2009 public information <br />meeting included the following: <br />1. Construct Knollwood Drive/Woodcrest Drive without pedestrian accommodations <br />(Knollwood: 24/26=92%, Woodcrest: 24/24=100%); <br />2. Construct Knollwood Drive/Woodcrest Drive with an off-street sidewalk (Knollwood: <br />2/26=8%, Woodcrest: 0/24=0%); <br />3. Construct Knollwood Drive/Woodcrest Drive with an on-street designated lane <br />(Knollwood: 0/26=0%, Woodcrest: 0/24=0%); <br />4. No opinion (Knollwood: 0/26=0%, Woodcrest: 0/24=0%). <br /> <br />The Committee recommends (6-0, Bjerke absent) that reconstruction of Knollwood Drive <br />and Woodcrest Drive does not include any pedestrian/bicycle accommodations.
