The appeal will be sustained if it is <br />approved by a majority of the members present exclusive of the Chair. <br />Section 8. OPEN MEETING LAW: Meetings shall be conducted in accordance with <br />the State of Minnesota Open Meeting Law (MS 471.705). <br />Section 9. INFORMATIONAL PACKETS: Each Cable Committee member shall <br />receive a staff report, plans and additional information, as appropriate, for each item placed on <br />the agenda for any regular or special meeting. The committee packet should be delivered at least <br />four calendar days prior to the meeting. Each member is responsible for reviewing the material <br />within the packet prior to the meeting. <br /> <br />ARTICLE V <br />CITY COUNCIL LIAISON <br />The City Council may appoint from among its members a Liaison to the Committee on an annual <br />basis. The role of the Liaison would be to serve as a conduit for sharing information and updates <br />between the City Council and the Committee. The appointed Liaison would not be a member of <br />the Committee. <br /> <br />ARTICLE VI <br />PARLIMENTARY AUTHORITY <br />Section 1. PARLIMENTARY AUTHORITY: Robert’s Rules of Order Newly Revised shall <br />govern Cable Committee meetings in all cases to which they are applicable and in which they are <br />not inconsistent with these By-Laws and/or any special rules of order the Cable Committee may <br />adopt. <br />Section 2. SUSPENSION: Robert’s Rules of Order may be temporarily suspended by consent <br />of the majority of the members. <br /> <br />ARTICLE VII <br />POLICIES <br />The Cable Committee shall establish policies to follow in producing its cable television <br />programs. It shall address the following but may not be limited to: Commercial Messages or <br />Material; Political Campaigning; Candidates’ Forums and/or Meetings; Religious Material; <br />Special Programming; Obscenity and Defamation; Schedule and Program Priorities; and Funding <br />Sources.
