<br />Item No: 1 <br />Meeting Date: Aug 3, 2009 <br />Type of Business: Work Session <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane Assistant City Clerk-Administrator <br />Item Title/Subject: Cable Committee By-laws <br /> <br /> <br />At the April and June Work Sessions, the City Council discussed the role/mission of the <br />Cable Committee. Below are some of the questions discussed: <br /> <br />1. What is the role/mission of the Cable Committee? Are they an advisory <br />committee to the City Council? <br /> <br />2. Who has the final authority on City cable programming? Does the City <br />Council have the final authority or is it the Cable Committee? <br /> <br />3. Should the Cable Committee be appointed by the City Council? There are <br />no City Code guidelines on appointments to committees. The Streets and <br />Utilities Committee was appointed by the City Council. What excludes the <br />City Council from appointing members to the Cable Committee? <br /> <br />4. If the City Council wishes to appoint members to the Cable Committee, <br />then should there be term limits in place? <br /> <br />Rough drafts of the Bylaws were presented to the City Council at the April and June <br />Work Sessions for comment. Using the comments raised at both Work Sessions, Staff <br />and the Cable Committee have been working together on drafting Cable Committee By- <br />laws. Attached is a final draft of the by-laws, which was approved by the Cable <br />Committee at their last meeting on July 20, 2009. <br /> <br />At the last Cable Committee Meeting, the Cable Committee requested to have a City <br />Council Liaison to be present at Cable Committee meetings. The role of this Liaison <br />would be to serve as a conduit for sharing information between the City Council and the <br />Cable Committee. This Liaison would not be considered a member of the Cable <br />Committee. The Cable Committee currently has two Staff Liaisons, Assistant City <br />Clerk-Administrator and the Cable TV Coordinator. These two Staff Liaisons currently <br />serve as a conduit for sharing information with the City Council; however, the Cable <br />Committee felt that having an additional City Council Liaison would better serve the <br />Cable Committee in assisting on issues relating to cable access programming and the <br />cable budget. Staff added additional language (Article V) to the by-laws, which allows <br />the City Council to appoint a City Council Liaison to the Cable Committee, if necessary. <br />
