Ms. Samantha Orduno 3 August 13 , 1993
For the other borings on the course, we will describe the soil
conditions that we encounter and discuss the use of these soils for
embankment fill. Our report will conclude with a discussion of
construction considerations related to foundations and earthwork for
the project.
B. PHASE I ENVIRONMENTAL SITE ASSESSMENT
The primary purpose of a Phase I ESA is to determine the possibilities
of existing environmental concerns in an existing building or in the
soil and/or groundwater system, based on previous and current uses of
the subject site and nearby properties. However, a Phase I ESA is not
to be considered as a guarantee or warranty that there never has been
or never will be an environmental problem on the site. In our report,
we will present our observations and, following currently accepted
industry standards, present our opinions regarding the environmental
conditions of the site.
Our Phase I ESA will consist of the following elements:
1. We will request and review a property file
evaluation from the Minnesota Pollution Control
Agency (MPCA) for information indicating a release
or threatened release of hazardous substances,
pollutants or contaminants at or near the subject
property. The evaluation includes a review of the
current list of MPCA registered underground
storage tank (UST) sites, the MPCA Reported UST
Leak Sites list and a list of MPCA Reported Spill
and Leaks within a one mile radius of the site.
2 . We will request and review a FINDS list of the
---------------------licensedhazardoushazardous-waste generators in the nearby
zip code area from the U.S. Environmental
Protection Agency (EPA) Region V office in
Chicago, Illinois.
3 . We will observe the site and site buildings, if
safely accessible, for the storage of known
hazardous materials, the presence of suspected
asbestos-containing materials (ACM) ,
polychlorinated biphenyls (PCBs) , or other
materials that may pose a threat to the
environment. Please provide us with access into
the buildings you wish to have observed. An EPA
Accredited Asbestos Inspector would observe the
building for suspected ACM.
4. We will contact the City of Mounds View for an
interview to discuss the current activities and
previous uses of the site.
