OFFICIAL PRCCEEDINGS -7- SEPTEMBER 20, 1993 <br />type of situation today. In order for the park to remain in <br />ex:stance this cooperation must continue. If the cities back out <br />the park will revert back to the original owners, and is not a park <br />at all. So therefore, it is not something that either city is <br />trying to pull out of. In reference to "pull -tab monies", the <br />Lions certainly did use these monies, but also did a lot of hard <br />.cork at the park, planting trees, general up -keep, etc. In <br />reference to the comment regarding "just hiring someone to do the <br />work". We, both cities, would not allow that building to be built <br />with volunteer labor. With the types of litigation the way they <br />are, we had to run bids, we had to have engineering specs, we had <br />to have the old building razed and the new building built, we had <br />to meet all fire codes, etc. Even if the Lions had wanted to, they <br />would not have been allowed to build that building on their own. <br />We had to have the city handle the funding through donated funds. <br />When this issue came a few years ago and the two cities decided not <br />to put the Lions name on the park, the Lions did not abandon the <br />project but continued to give their support, both with their <br />gambling money and labor. What we are requesting is not at the <br />behest of the Lions Club, but this Council feels that they do <br />deserve recognition for all that they have done at Lakeside Park, <br />and we feel that this could be done by renaming the park to <br />Lakeside Lions Park. <br />Councilmember Trude commented that she is concerned that the <br />homeowners in the area would feel that the cities had abandoned the <br />park with the name change. She asked if the Spring Lake Park <br />Council had discussed this possibility. <br />Mayor Wells replied that this issue has not been brought up to the <br />council. <br />Councilmember Trude stated that that would be her perception upon <br />seeing the sign at the park, Lakeside Lions Park, that the Lions <br />had established this nark for the cities. She would feel that the <br />cities no longer contributed to the upkeep of the park, which is <br />not true. <br />Mayor Linke stated that, as he understands it, the Lions are <br />primarily contributing to the infrastricture of the park, the <br />buildings, etc., while the cities continue to support the basic <br />upkeep of the park, grounds work, maintenance, etc. He stated that <br />this should become a part of the history of the park. <br />Councilmember Trude commented that perhaps they should call thier <br />city hall Moundsview Lions City Hall as their Lions have <br />contributed a lot to the plantings and upkeep of the grounds there. <br />Mayor Linke reminded both Councils that both cities continue to <br />contribute approximately $7,500 per year towards the park fund. <br />This is basically a line item, but should be remembered that we <br />will continue to do so, and the park will continue to be run by the <br />
