OFFICZkL PROCEEDINGS -9- SEPTEMBER 20, 1993 <br />should prepare a budget and run the department within those <br />guidelines. Somehow when we get the reports from the Parks and <br />Recreation Departments of our two cities, I never see a balance <br />carried forward and yet the funds are there. <br />Mayor 'Wells added that he had one more point he would like to <br />discuss tonight and that is the administration of the park. We <br />would gladly exchange this task with Moundsview from year to year, <br />however it seems that we have borne the brunt of the administration <br />of the park the last few years. Unfortunately Jay McCluskey, Parks <br />and Recreation Supervisor, is not <br />down widue to th you ataafamily <br />emergency, but we would be happy to sit <br />later <br />date and work out the arrangements. <br />Mayor Linke agreed, saying that it would be good to get the two <br />staffs together, and also, they would like to get their Public <br />Works people more involved. The problem comes from switching over <br />the check books and bookkeeping when changing from one city <br />management to the other. However, he agreed to bring it up to his <br />staff at their regular Council meeting. <br />Mayor Linke stated that he had one more item he would like to <br />Last <br />discuss tonight, and that is the Fire Department training. <br />week or so, we were asked to approve a new Joint Powers Agreement <br />that drops Columbia Heights from that training process. It will <br />be coming back to you, and I feel that at that time, we the cities <br />involved, and from where the taxes will be generated, we need to <br />have more control over this facility. <br />Mayor 'dells added that when this project came into off the being, ground. The <br />were promises made, be£or the whole thing g 4 <br />three councils were asked to pass on certain requirements that were <br />then not put in the agreement. It does seem that the joint fire <br />department is being run by the Chiefs Association, and we feel <br />that there should be people from the three cities affected on the <br />governing board. <br />Mayor Linke suggested a freeze on signing the Joint Powers <br />Agreement until both councils were able to sit down and discuss the <br />problems more, and see if the fire department equipment is in the <br />name of the three cities. <br />Councilmember Mathiowetz suggested that some of the older equipment <br />was to be sold to offset the bonds. <br />Mayor 'Wells stated that we need to get the three cities that are <br />involved together to demand representation in administering the <br />
