2 . HOW DO YOU PROPOSE TO USE SCORE FUNDING GRANT FUNDS? PLEASE <br /> DESCRIBE HOW A SCORE FUNDING GRANT WOULD ENHANCE/IMPROVE RECYCLING <br /> EFFORTS IN YOUR COMMUNITY (PLEASE BY VERY SPECIFIC, AND INCLUDE <br /> MEASURABLE GOALS AND ANY PROGRAM CHANGES FOR 1994 ) . <br /> The grant would be used to fund a part-time staff position dedicated <br /> to recycling issues , city-wide promotional/education compaigns , and <br /> replacement of curbside recycling bins . The goals . of the Mounds View <br /> recycling program are to increase general environmental awareness <br /> through education , increase the number of households participating <br /> in recycling , and to increase the tonnage of materials collected . <br /> . 3 . HOW WILL THESE ACTIVITIES BE EVALUATED? <br /> The number of households participating and the collected tonnages <br /> will be reported by the haulers on a monthly basis (see #4 below) . <br /> 4 . IF THESE ACTIVITIES ( INCLUDING RECYCLING COLLECTION) WILL BE <br /> CONDUCTED BY A SUBCONTRACTOR, WHAT PROVISIONS WILL BE MADE TO <br /> MONITOR AND AUDIT SUBCONTRACTOR ACTIVITIES? <br /> Recycling is collected by private garbage haulers . As a condition <br /> of licensing , all haulers must submit a monthly report detailing <br /> tonnages collected , participation rates , and the place to which <br /> materials are delivered after collection . <br />
