MEMORANDUM <br /> TO: SAMANTHA ORDUNO, CITY ADMINISTRATOR <br /> FROM: DAVE BRICK, POLICE LIEUTENANT 5)E-13 <br /> DATE: OCTOBER 5, 1993 <br /> RE: MANUFACTURED HOME PARK EMERGENCY PLANS <br /> On September 12, 1993 , I met with Joseph Hibberd, Ramsey County <br /> Department of Public Health and William Conter, Ramsey County <br /> Emergency Services Director. Our mission was to review the <br /> Emergency Plans for: <br /> • Towns Edge Mobile Home Park <br /> • Mounds View Mobile Home Park <br /> • Colonial Village Mobile Home park <br /> The major concern was with the safety of the Manufactured Park <br /> residents and how fast they could seek shelter at a time of <br /> disaster. The following is a breakdown of the concerns for each <br /> park: <br /> Towns Edge Manufactured Home Park - 5001 Old Hwy. 8 - 238 homes - <br /> population 544 residents <br /> There are three major concerns with regard to the Emergency Plan <br /> for this park: <br /> 1) Availability of storm shelter. The two storm shelters <br /> for this park do not meet the need of the residents. <br /> These shelters are Mermaid Supper Club and City Hall. <br /> a. Mermaid Supper Club <br /> --can only be-used-when- open <br /> - privately owned, could refuse to let people <br /> enter <br /> - Downstairs could be at capacity with customers, <br /> not allowing residents ample room. <br /> b. City Hall <br /> - when closed, citizens rely on a police officer <br /> to unlock City Hall doors (police could be busy <br /> at this time) <br /> - Too great of a driving distance from Towns Edge <br /> to City Hall <br /> - Too small of basement facility to house <br /> residents from three Manufactured Home Parks, <br /> plus drive-by residents <br />
