During the past year, approximately 75% of the <br /> time spent on legal matters for the city has involved attorneys; the remaining 25%has <br /> been handled by paralegals and law clerks. <br /> For 1994, I am proposing to raise the hourly rate for attorneys to $95. The hourly <br /> rates for law clerks and paralegals will remain the same. This change equates to an <br /> approximate 3.3% annual increase. In order to control as much as possible the cost <br /> of legal services for 1994, I will continue our efforts to use paralegals and law clerks <br /> to meet the city's legal needs. We have been successful during the past year in <br /> using paralegals to assist the Finance Department in collecting delinquent water <br /> bills. Virtually all of the work on that matter has been done by Connie Herbst, a <br /> paralegal with our office.
