Maintenance and repair expenses are based on past years costs for <br />maintaining and repairing City owned lights. Costs for maintenance and <br />repair are figured two ways, depending on who owns the lights. If the City <br />owns the lights, we are responsible for the costs of purchasing bulbs, <br />ballasts, lenses, wiring and poles and the labor for replacement of poles <br />and wiring. NSP will provide the labor to replace lenses, bulbs and <br />ballasts. The fee for this labor is included in the monthly per light <br />charge from NSP. If the light is owned by NSP, we have no maintenance or <br />repair responsibility. These costs are paid for at a more expensive <br />monthly per light fee. (Please see attachment B). <br />The administration cost is based on 15 lights per year at 8 hours per light <br />at $20 per hour which includes both salary and benefits. <br />According to the financial statement that is attached, this fund would be <br />balanced at the proposed rates until 1997, at which time a rate adjustment <br />could be considered. <br />The last question that was raised was the number of lights on County roads <br />that the City is responsible for. There are 355 streetlights in the City <br />of Mounds View. The City is financially responsible for 337 streetlights, <br />the County is financially responsible for 15 streetlights and the State is <br />financially responsible for 3 streetlights. <br />
