The review is a result of meetings <br />between representatives of the Home Parks, Ramsey County, Geri Evans, Dick <br />Wedell and City staff, the review process determined that the current <br />emergency plans are inadequate to meet the needs of the approximately 1,600 <br />people residing in the three Home Parks. <br />The recommendation from Lt. Brick is that the plans be disapproved and <br />action taken to inform Ramsey County so that the owners of the Parks can <br />work with Ramsey County to develop alternative plans to meet appropriate <br />safety standards. <br />Since it is Ramsey County who has jurisdiction over the licensing and <br />operations of the Parks, the City's responsibility in this matter is to <br />review the Plans and approve or disapprove. Once the City disapproves the <br />Plans, the County is informed and the process of working out a new, <br />acceptable (to City, County and residents of the Parks) plan begins with <br />the County as the lead governmental entity. <br />The purpose of reviewing the plans and determining their acceptability is <br />to provide for the safety of the people living in the Parks. To this end, <br />the Council is requested to disapprove, by resolution at the November 8, <br />1993 Council Meeting, the emergency plans of all three manufactured homes <br />in the Park. <br />Disapproval may result in the construction of site shelters or in a revised <br />evacuation plan that is more time and space sensitive. <br />Samantha Ord no, City Administrator <br />ItIS('U V 1R?NUA'1'U)N: <br />
